Role of others in the process

World Rugby or competition organisers

For example:

  • Appoint the video replay provider (Technology Provider)
  • Appoint the broadcast and production crew
  • Provide referee communications: download Referee communications explainer 
  • Manage sports presentation provider
  • Ensure compliance with World Rugby’s minimum standards for video replay.

Broadcasters: 

  • Produce visually pleasing, functional and informative content for television or streaming platforms  
  • Broadcast formal TMO reviews (on air and in-stadia big screens) 
  • Deliver all camera feeds to the video replay provider 
  • Assist in the delivery of referee communications 
  • Deliver match footage to sports presentation (sports presentation control the big screen and display TMO formal review footage through this).

Technology providers

For example:

  • Appoints TMO Operator(s) for each match 
  • Supply video replay technology for TMO, HIA Pitchside, medical room and citing 
  • Ensure a fully functioning video replay system 
  • Ensure continuous service during the match including, Technical Guarantees and Disaster Recovery Protocols (DRP) 
  • Ingest and output feeds to and from broadcast 
  • Ensure all operators are suitably trained.
