Technical Zone Controller

The Controllers manage their assigned Technical Zone, working closely with Team Managers for efficient operation of replacements, water carriers, medics and other events as they occur.  

Communication 

For Fifteens matches, the Technical Zone Controllers will have direct communication (via push to talk) with the Referee via the referee communications system. 

In some situations it may be practical in Sevens matches for Sideline Managers to decide that the Technical Zone Controllers do not have direct communication (via push to talk) with the Referee. 

Responsibilities include: 

  • Actioning all player movements to ensure compliance with Law, including temporary suspensions and sending-offs 
  • Reporting any actions contrary to Law or the Technical Zone Protocol to the Sideline Manager, Match Referee and/or the Match Commissioner 
  • Ensuring that regulations that apply to such issues as permitted persons in the Technical Zone and pitch side (e.g., medics) stated in relevant competition regulations are adhered to 
  • After the match, reporting any acts of misconduct to the Referee/Match Commissioner as appropriate 
  • Controllers shall be responsible for the timing of players leaving for Head Injury Assessments or blood replacements for the team they are assigned to. This may be assisted by the Recorder through a replacement App (such as World Rugby Switch
  • Some of the administrative duties of the Controller may be given to the Recorder. 

One of the Controllers may be assigned as an on-field role who will take the field in the event that the Referee or an Assistant Referee cannot continue in the match. 

Hierarchy 

These roles report to the Sideline Manager. In the event that no Manager is appointed then one of the Technical Zone Controllers will be appointed to assume the responsibilities of the Manager.
