Who writes judicial decisions and what do they need to include?

The Judicial Officer/Chair of the Disciplinary Committee will write the first draft of the decision (where a case is heard by a Committee, this will be based on his/her discussions with the Disciplinary Committee. He/she will then circulate it to the other Committee members for their review and approval).

The written decision needs to explain the reasons of the Judicial Officer/Disciplinary Committee for its decisions on whether the red card/citing (or yellow cards/CCWs) were upheld, each stage of the sanctioning process and the final sanction and end date. It does not have to be very long, but does need to cover all of the above in sufficient detail.

World Rugby has developed a simple template for written decisions which you may find helpful. A copy is attached as Appendix 5.
